Liz from Ladyfuzz
This reminds me a bit of the Gin Palace album cover, though with less flamenco and more Cinderella on a skate board. Ladyfuzz have often been mentioned as being a muse for Bloc Party, though I don't remember any Bloc Party songs about great shoes. They boys love her, especially in Berlin, and with matching skirt and shoes it's easy to see why.
